No, I'm not the moderator, it's just a suggestion.

I am well aware of what states have to deal with outside of Medicaid and
Medicare.  Many of those external groups have had success with using the
NMEH work as a starting place.

Your tone seems to imply that I have upset you with this suggestion, if that
is the case I'm sorry that I sent you a personal response.  Although it is a
good reminder to me of why I ignore 98% of the postings here.  Occasionally
I see a message that strikes me as sincere and respond.  In this case I may
have misjudged, I won't make that mistake with any of your future postings.
