Brenda,

All payers MUST be able to conduct all of the HIPAA standard transactions
electronically, on Oct. 16.  Payers do not have the option to revert to
paper.  Providers, however, do have the option to use paper or conduct any
of the HIPAA transactions via paper or electronically.

The payers do have discretion over some situational elements, which are
typically published in a companion guide.  This is the supplemental,
optional payer-specific document -- a supplement to the HIPAA implementation
guides.  And of course there are the code set changes.  If a provider wants
to continue to get paid, that provider needs to know what the
payer-specifics requirements are (hopefully you can get a Companion Guide).
Further, that provider needs to make sure its own systems are fully enabled
for content and format.  And finally, that the code set changes are
incorporated.  Remember that all payer-specific "local" codes are going
away.

Please, if somebody could clarify/refer me to the answer (I'm sure this has
been dicussed):

If a payor is unable to handle electronic transactions by October 16, may
they revert to paper unilaterally?

What other A/R risks are present for the healthcare provider if a particular
payor is not able to be compliant by October 16?

Looking for contingency planning reasons.
