1) No, The TA1 and 997 are both "May be used if the Trading
Partners so desire"
2) The IGs basically say, "if you do this, this is a standard
way of doing it"
3) Since there is no mandated way of responding to an
Interchange or Functional Group or Transaction Set (or Claim), there is no
weight. I receive 997s from the clearinghouse I work with. I also
receive text reports that report claim-level detail. I do not send 997s or TA1s
back. It would nice if the TPs at least accepted the TA1 and 997, and
generated some kind of exception report at their site if they report Rejection,
but Nice Things have a lower priority than Good Things and a MUCH lower priority
thean Mandated Things.
One question you can ask which may make some headway would be
"Then, you can guarantee that the communication line is perfect?"
