I have a question, and have not seen this discussed on the list serv yet,
regarding the timing of when a transaction is considered to be out of
compliance. (And yes I realize that with HIPAA they are already
noncompliant unless you are a small payer)

The scenario:
A provider in the Midwest, Central daylight time on 10/15, creates a
transaction batch at 11:00pm.  The batch is sent to their clearinghouse, on
the east coast (12:01 am 10/16/03 their time).  This batch, then is
transmitted to a payer's clearinghouse maybe on the west coast (9:05PM
10/15/03).  And the transactions are received by the payer the next morning
(10/16/03 - time doesn't matter at this point).

Are the transactions considered noncompliant base on the time they left the
provider, the provider's clearinghouse, the payer's clearinghouse, or the
payer?

Just curious on how /if this is being planned for.
