Technically speaking, the ASCA said no more paper claims as of October
16, 2003 unless you fall in the categories described by the exceptions.
It didn't stipulate the format of the electronic claim although it is
assumed to be the HIPAA compliant one.

In my mind this means, where applicable, provider's still must file
electronic claims as of October 16, 2003 either in HIPAA compliant
format or now, under the contingency plan, a non-compliant format.

CMS is hosting its monthly roundtable conference call this Thursday,
9-25-03 1 pm to 2:30 pm Eastern Time.  This would be a good question to
pose at that forum.

Does the contingency plan allow providers to continue to file paper
claims if ASCA says they now should be filing electronically?

Can we assume that post 10/16 we will be able to submit paper claims for

transactions that had previously been submitted on paper? (e.g.
