No they are not related/dependent, more likely the issue is the too many 
'ss' in your [StdReport] stanza. This also is not good:

DEBUG weewx.reportengine: Cannot read skin configuration file /usr/local/bin
/weewx/ss/ss/skin.conf for report 'SteelSeries': Config file not found: 
"/usr/local/bin/weewx/ss/ss/skin.conf".

skins (and their config files) are normally under /etc/weewx/skins or 
/home/weewx/skins. Can you try the following changes to [StdReport]:

1. change SKIN_ROOT to be:

# Where the skins reside, relative to WEEWX_ROOT 
SKIN_ROOT = skins

2. change [[StandardReport]] to be:

   [[StandardReport]]
        # This is the old "Standard" skin. By default, it is not enabled.
        skin = Standard
        enable = false

Restart WeeWX and if it is not working as expected post a log extract with 
debug 
= 1.
