Agree sudo should be a prerequisite. Whether or not sudo is installed in Debian can be a bit confusing however. It is a side-effect of how you install Debian. If you specify a root password during installation sudo is not installed. If you do not specify a root password, sudo is installed , and the user you set up during installation is granted sudo privileges. So if someone always installs Debian without specifying a root password , It's easy to see why they would think that sudo is always installed by default.
