Tom, Vince, and Andrew Thanks to all. Tom's solution solved the problem; no more line on the graph with 0 wind and the wind direction in the loops is whatever value it had when the wind stopped. Andrew, I did check my wind vane and it does not drift to a particular position when windspeed = 0. Vince, my station does not emit wind direction when windpeed = 0, the console itself will show the direction to be whatever it was when the wind stopped. If the vane moves (it is quite sensitive) before the cups turn, the direction won't change.
I still find it interesting that direction = 94.588 when windspeed = 0 when ignore_zero_wind was set to False.
