Weewx actually monitors the LOOP packets coming out of your VP2 every 2.5 seconds, looking for highs and lows. It's possible that the console and Weatherlink is showing the highest and lowest *archive* records, which have something more like a 5 minute resolution. The difference in values could be due to the difference in time resolution.
No conversion problem, nor setup necessary. Any particular reason why you are using a METRICWX database? The native units of the VP2 are US Customary, so you could be introducing rounding errors as well.
