the log snippet you posted shows that the console lost contact with the 
sensors.  when this happens, weewx logs it but does not update the data, 
because it has no valid data from the sensors.  the console, on the other 
hand, displays the data from the last time it heard from the sensors.

this behavior should be independent of wind speed or any other value.

what happens when you spin the cups for awhile, for example with an air 
compressor?  do you see the stale data message whenever the wind speed 
exceeds some threshold?

are you sampling the rf signals from the sensors?  what do you see from 
your rf sampling when you see the stale data messages in the log?
