The log shows every WU posting made logwatch provides the count for the total number of WU posts made during a day
So - if it is being posted then it is a WU issue. You can compare WU 'gaps' with the weewx logs for the same times and see if the posts were actually made by looking in the log for the corresponding time(s). If website and PWS ae fine then the odds are very high in favour of it being a WU issue!!!!
