I'm not sure what you're trying to do.

Do you own a logger? If so, why would you want to use it to "pull the data
out and convert to RS232 levels?" Why not just use it directly?

If you don't own a logger, are you trying to avoid buying one by connecting
your VP2 directly to the RPi via serial line? If this is the case then,
yes, the serial line of more recent "Green dot" consoles gets locked down,
preventing communication. There are ways around this, but they require some
hardware.
