Running El Capitan 10.11.6 on ERaly 2009 Mini-Mac with 8GB of RAM. 

I am not able to download weewx-wh23xx.zip

Section 2.) of the readme at https://github.com/matthewwall/weewx-wh23xx 
says to run :

" wget -O weewx-wh23xx.zip 
https://github.com/matthewwall/weewx-wh23xx/archive/master.zip";


but when I do I get this error, "-bash: wget: command not found"


When I click directly on the 
https://github.com/matthewwall/weewx-wh23xx/archive/master.zip link, it 
downloads a zip file called "weewx-wh23xx-master.zip" but when I unzip it, 
there is no weewx-wh23xx.zip file in it.


Question 1. --- So how do I download the weewx-wh23xx.zip file if I can't use 
wget?


Question 2.  ---  Once I can download the driver where does it go?  MY 
directory structure is:


/Users/me_as_user/wx


I have my "weewx-3.6.2" directly underneath wx
