ping uses the ICMP protocol, which is a different beast than the TCP used
by CWOP. A better test would be to try to telnet directly into the CWOP
server:

telnet cwop.aprs.net 14580

You should see something like:

Trying 70.57.237.99...

Connected to cwop.aprs.net.

Escape character is '^]'.
