I have no explanation for why there are multiple log entries for some
events. It must be something about the logging system on your operating
system.

Your friend's Vantage station is using a very long archive interval of 30
minutes. It's quite possible that everything is fine --- you just haven't
waited long enough. You could try a shorter archive interval, say 5 minutes:

wee_device --set-interval=5
