The circuit boards are placed:

   1. level with the mounting tube (perpendicular to the shafts) , and 
   2. extending up until the housing diameter starts to get smaller.

So, basically, shielding the top half of the large diameter section of 
housing plus the taper might be enough (depending on placement of RF 
source).

It would be quite simple to add code to the driver to check for existence 
of a file and simply ignore any wind speed packets while the file exists.
It would need to be an option, because it is not particularly efficient, 
and I would prefer not to do the check for all users.
You can have other code (external to weewx) that creates and deletes the 
file.
