John, If you have enabled rapidfire by setting rapidfire = True under [StdRESTful] [[Wunderground]] then weeWX should automatically cache loop data and extract the necessary data to post to WU on receipt of every loop packet. Until the cache is populated there may be some incomplete posts but after a minute or so the cache should be populated and all posts should be fully populated. If you are up for a bit of troubleshooting it would be interesting to see what the log says. If you set debug = 3 in weewx.conf then stop and start weeWX then post about 10 minutes of log output from weewx startup (it's important to include the startup preamble) it should give us a clear idea of what is going on. The log output will be quite chatty.
