You seem to have done the first of the three suggestions, but not the other two!!
Your driver seems to have some logging code buried inside it - make sure it is logging good actions as well as error conditions, enable debug in weewx, and the log should then contain detailed activities from weewx and driver to aid the identification of your problems. One thing I noted, but do not know if it is significant is that on startup the backfill started but there is no message indicating its completion - but this may be because it was a newly created database possibly Hopefully setting debug in weewx.conf will shed some more light. Others may have more suggestions .......
