No, I think that you are right: the problem must be coming from the offset. 
I am located in the CET timezone, but wunderfix is running from a server 
configured to use UTC time, and is therefore 1 hour behind compared to my 
local time.

If wunderfix considers that the time it is getting from WU is UTC because 
the server is using UTC time, then that would explain the problem. Is there 
a way to pass the correct timezone to wunderfix, without reconfiguring the 
server?

In my case, wunderfix correctly detects a missing record at 07:13 (even if 
it shows up when using US metrics), and is trying to re-publish it. So the 
problem is really not related to the units.
