For stats on a 'week', the data would be stored in the daily summaries. If
you have the start and stop of the week in unix epoch time, you can query
the database directly using the tool sqlite3 and see if the data is in
there.

For example, for the week 21-28 April, AEST, the start and stop time would
be 1524319200 to 1524924000. If you are not in the AEST time zone, adjust
as necessary.

In the example, it's assumed you've used the setup.py install method and
the location of your sqlite database is /home/weewx/archive/weewx.sdb. If
you used a Debian install, it will be /var/lib/weewx/weewx.sdb

You may have to install the tool sqlite3:

$ *sudo apt install sqlite3*

then

$ *sqlite3 /home/weewx/archive/weewx.sdb*

This shows the strength and time of the max wind speeds for the seven days
of the week. Try it and see what you get.
