I think the issue is that the hardware in Fine Offset stations emit
windGust, but not windGustDir.
Matthew would know the details of how record generation is done for these
stations, but until he chimes in, one thing you could try is to switch to
software record generation. Then the accumulators in weeWX would be used to
generation windGust and windGustDir, rather than download them from the
hardware.
In weewx.conf, you want:
[StdArchive]
record_generation = software
-tk
