In the skin, not that I'm aware of. The skin is using the standard weewx $tags for rain timespans on static pages, and weewx-mqtt gives the values for rain on live updates. The charts get their daily timespans from weewx's built in archiveDaySpan() function.
The website you link isn't showing Belchertown though, so I'm not sure what that is or how it's showing 9am. Maybe there's a setting in weewx.conf? I'm not sure if Gary or someone would be able to offer insight.
