I suspect the reason why you are not seeing wind speed is that the SDR is not receiving wind speed.
Stop WeeWX, then run it directly from the command line <http://www.weewx.com/docs/usersguide.htm#Running_directly>. As it runs, it will print out the LOOP packets. Look for the type "windSpeed". Is it there? Do the values make sense?
