I apologize for it not being very obvious where to change this. You need to
change it in weewx.conf.

[[Defaults]]
[[[Units]]]
[[[[Labels]]]]
mm_per_hour = " mm/h"
It is not necessary to restart weewx. The changes will be picked up at the
next reporting cycle.
