I tend to agree. Originally, the calculation was based on this chart
<https://www.weather.gov/safety/heat-index>, which is not valid below 40°F.
But, there are other methods of calculating it.

Opened issue #601 <https://github.com/weewx/weewx/issues/601> to remind us.
This is an easy task if someone wants to take it on.
