To get a debug startup log edit weewx.conf, set debug = 1, save weewx.conf 
and restart WeeWX. Let WeeWX run for a number of archive periods (in this I 
want to see at least three archive periods) and take an extract of the log 
from when WeeWX was restarted through until the number of archive periods 
has elapsed. Don’t edit the log extract and post it here.

As I said, sometimes the clue is not in an error message or what is in the 
log, rather it can be what is not in the log. For example, if WeeWX is not 
producing archive records than the RESTful services are never run and 
consequently nothing is ever posted to CWOP.
