I remember that discussion, but can't find it either. The Vantage stations do their own record generation. For whatever reasons, they put out windDir in discrete 22.5° intervals. So, that's what you get with the default hardware record generation <http://www.weewx.com/docs/usersguide.htm#record_generation>.
If you want WeeWX to calculate the archive records, set record_generation=software.
