I had a discussion with Davis when I bought the device, and they stated that they require to use it with their cloud. The target is to get you into their subscription plans. And if you do so you can download all the data stored within the device. And if you don't do so (like me) ... they don't like it.
So you have to ensure that the WLL device can always send its data to WeeWX, even if the internet is down. WeeWX saves the data and can display it on the skin afterwards.
