See if http://www.weewx.com/docs/hardware.htm#wmr300_notes helps any to at 
least explain things from the weewx perspective. The steps to manually 
reset the counter is not documented there, unfortunately, but it might vary 
based on whether you're running some kind of variant of that model station.

A quick google search 
found https://images-eu.ssl-images-amazon.com/images/I/F1L6oj92V1S.pdf 
which 'seems' to be the manual for your station.  Look on page 9 under 
'accumulated rainfall' and see if that procedure works for you.
