Override the gauges' max and splitNumber, in weewx,conf in the coresponding 
Section of the fr-skin:

    [[[[windSpeed]]]]
        maxvalue = 100
        splitnumber = 5
        lineColorUntil = 75
    
    [[[[windGust]]]]
        maxvalue = 160
        splitnumber = 8
        lineColorUntil = 75
