There is something messed up with the installation, I'd say. At least, there are some files missing on the web space. Did you install the skin using wee_extension --install 4.1.zip? Did you restart weewx then? What's with the logs? You didn't post any logs. Your archive_interval of 60 seconds is also "intense" and it makes the charts not render very nicely.
