I just tried setting vector_rotate to zero in Seasons/skin.conf and it worked fine.
Did you delete the old plots? Plots only get generated if there is no aggregation, or if more time than the aggregation interval has passed. So, the year plots may get regenerated only once a day. Deleting them all ensures that they will all get regenerated. Not sure why you upgraded to V4.5.1. It's over 2 years old.
