'buster' (i.e., debian 10) is the oldest release on which the deb package 
will install.

if you look at the python2 configuration, it uses the label 'squeeze' 
(debian 6)

the weewx packages are *really* stable with respect to dependencies, so the 
same package that works with debian 10 also works with debian 11 and debian 
12.  besides, i am too old and lazy to build a new deb and new apt 
repository for every major debian release that comes out :)
