        If you did a package install, the driver byows.py should go
        in /etc/weewx/bin/user. But, frankly, this should have been
        done for you if you did an upgrade from V4 to V5. Take a
        look in /etc/weewx/bin/user and see if it's in there.

        But, the error in the little snippet from your status report
        is a different one. For some reason, your installation
        thinks it is not running on a Raspberry Pi, so it cannot
        access the gpio pins. I'm not an expert on that, but it may
        be due to a missing installation package.
