Hello! To close the loop on this, the "blue marker" that I was looking at 
is actually my computer's location rather than the PWS location I'm using. 
I kept updating the Lat & Lon coordinates, but that blue marker would never 
move! I finally changed the Lat & Lon to the Statue of Liberty in New York, 
and noticed the blue marker was still halfway across the country even 
though the radar map properly centered on the Statue of Liberty.

So.... I think for my purposes, leaving the radar_html field blank rather 
than the long URL provides the same radar location. However, I'm keeping 
the long URL to maintain some of the map attributes (e.g., zoom layer).

I appreciate your help, and apologies for the time waste on my "blue 
marker" confusion.
