I suspect "path = public_html/weather" in your weewx.conf might be incorrect. You probably want an absolute path starting with a / character.
Unfortunately we can't guess what your remote server might set your account's location to be. If you are using an Internet provider they probably have some instructions for what to use. You might be able to figure it out yourself by logging in via ftp from a command line and typing "pwd" if I remember correctly. It's probably been 10 years or more since I used FTP so my memory might be hazy there.
