Could it be poison ivy (or oak or sumac)? If so, try Zanfel. Great stuff. Expensive, but worth it.
If you want a professional opinion, I'd probably try a dermatologist before an allergist, but it's so much more fun to have us diagnose you, right? Oh, and if you're using over-the-counter cortisone creme, you probably need something prescription-strength.

About two days ago I acquired a rash-like skin condition on my legs
and arms that is clearly an allergic reaction to something I either
contacted or ingested. I have no idea what. It itches, scratching
makes it worse, and liberal application of cortisone cream is not
