I think Walmart still locks them up. Is buying toilet paper any worse than buying underwear? I've noticed that the lingerie dept is often adjacent to the kids dept. Must be a real eye-opening experience for the kids, seeing wall to wall bras like that. I bet some of them don't remember ever seeing one before, although I'm sure they did when they were too young to remember.
