I agree with you -- and I'm not saying I think it's a positive appellation for the store...
Mostly, people just dislike the Airport Target because service is horrid, the aisles are messy, shelves are empty, the place is just a disaster.  It's not a calm, pleasant shopping experience there.

"Tar-ghetto" is news to me. It's also, IMHO, offensive. "Ghetto"
being a stand-in for "Has lots of non-white customers."
