Ya I'm voting for not bothering with council on this one, it's in too remote a location to be bothersome, and if some grumpy arse calls the fire brigade on us, well, if we don't impress them with our soda-can size fire extinguisher/fire blanket and wet towel... well then, we'll just have to pretend we're leaving and wait till they're gone and go back to it hehe...
