Knowledge being power: There is no legislation restricting fire performance other than if you are endangering the public, and OHS (which only covers people who pay, or are payed by you, to be in the location where the performance is occurring). Hand held kerosene lanterns are specifically excluded from all fire permit legislation. The only thing you can be prevented from doing is busking.
