Follow-up Comment #1, bug #9209 (project wesnoth):
I just drop the info found on IRC (thanks uso)
The bug is caused by the use of %H:%M:%S for the clock format of the
preferences file and the use a window/resolution size forcing to truncate the
text of the time, which automatically create a tooltip. This tooltip need to
be updated every second and cause a refresh of all other tooltips (probably
also with the minute change).
2 things planned:
- try to fix this general tooltip refresh
- give more space in theme for big time text, but maybe not for 800x600
