According to GNOME HIG
http://developer.gnome.org/projects/gup/hig/2.0/desktop-integration.html#menu-item-tooltips
the menu item tooltip should be phrased as a verb.
wesnoth's menu item tooltip is "A fantasy turn-based strategy game" and is
not phrased as a verb.
