Details:
Trying to host a game from a start of scenario save in multiplayer causes the
host client to disconnect with the message:
"The scenario is invalid because it has no sides."
That happens whether the player has the campaign installed locally or not.
The question is: how is this supposed to work? A start of scenario save for
the network player (who might not have the scenario installed) isn't going to
be much use, in any case.
For the host who has the scenario available, these saves should work, or they
should be disabled in MP altogether.

Start of Scenario Save (Elf War 1 - it's the second scenario because the
campaign starts with scenario 0)
