Details:

When ever a unit levels up, it heals and then the strong and resilient
modifiers are added.  The results are that you have level  2 and 3 units that
are missing up hitpoints as if they have already been damaged in a fight.  I
have noticed that it doesn't matter about the units or era that is used, also
that it affect everyone the same.

Please let me know if you need more information since this is my first time
submitting a bug official.
