Follow-up Comment #1, patch #825 (project wesnoth):
This little segment of code was really old and it contained a hack that would
close the dialog whenever the last item was deleted (to avoid the situation
you described). However, I agree that adding an explicit check is better than
making an assumption here. I'm committing it now.
