Details:
To enable one to check whether a given unit or location is currently visible
to a particular side (that is, not covered by shroud and/or fog), I'd suggest
adding a new key for this to the standard unit and location filters. Something
like visible_to=<side number> (or a comma-separated list) would do the job
nicely. This would naturally have no effect when playing with neither fog or
shroud (it would always match in that case).
Of course, two different keys could be added instead, one checking for
visibility through shroud and one for visibility through fog. This would in
fact be more useful, so if the person implementing this can manage that, it'd
be great.
