Follow-up Comment #6:
Other problems made me switch to dev-cpp and MinGW. Finally i managed to get
everything up and running, including the python 2.4 DLL coming from the
pyMinGW project. Therefore the build is not dependent on msvcr71.dll and the
license problems regarding this issue are history as well.
