Follow-up Comment #1, bug #10594 (project wesnoth):
I tested with my own program to see what events SDL generates when I scrolled
up and down, and it appears to be an SDL bug. When I scroll up, I get lots of
down events. I don't think there's anything Wesnoth can do to fix it.
