Details:
When loading a start of scenario save in MP campaigns, the recall lists are
empty and all hero characters on the map are missing for the players except
for the host and for all the observers which leads to "illegal recall" errors
and clients getting OOS when the host recalls some units which are not there
for the others. Some saves where this bug is present are attached to this bug
report.
